New federal regulations will make it harder for job seekers to find work and employers to find workers:

According to this definition
[of "applicant"], an applicant must "express interest" in the job, whether by sending in a resume, applying on the company's site, or whatever other means the company requests, says Gerry Crispin, founder and principal of CareerXRoads and a long-time Internet job hunting expert.

That "expression of interest" must show that he or she has all the qualifications for the job listed in the company's job description (not just some or most of them) -- and those qualifications must be specific and measurable.

I have been giving this some thought. This means that you will see more employers hiring only locally and less postings for positions. If the job is not formally announced, then they might not have to track these metrics. This makes meeting more people more important as you will need to get your job by networking and I don't mean the internet.

Yeah.. this is very stupid. My coworkers and I have had long discussions on this. My biggest issue with this is your bolded part. If a HR guy puts out a job description listing 15 qualifications they would like, but only really need 10, ALL applicants must have ALL 15 to even apply. Even tho we all know that as long as they have the 10 they can do that job. Sigh... stupid government getting invovled in one more thing better left alone. Grrrr
